Heat oil. Add curry powder. Cook 1 minute.

Stir in garlic, tomato paste and peppers. Cook until peppers start to soften, 3-4 minutes.

Season beef with salt and pepper and add to the pot. Cook until done through, about 5 minutes.

Stir in coconut milk and sugar. Cover and cook 30-35 min, stirring occasionally.
