Add oil, garlic, onion and shallots in a skillet. Sauté over high heat for 2 minutes.
Stir in tomato paste, peppers, salt, black pepper, pikliz vinegar, and lime juice. Continue cooking for 3 minutes.
Add water, stir, then cook for 15 minutes over low to medium heat. Serve as condiment over grilled meat.
