Cut the tops off each head of garlic & peel off any large pieces of papery skin. Rub in olive oil

Wrap heads of garlic in foil like a packet and roast in the oven for 45 min until garlic is tender

Cook onion in olive oil in oven safe frying pan. Once golden brown, add coconut milk and almond milk

Whisk together 1 Tbsp of coconut milk & 1 Tbsp of almond milk & 1.5 Tbsp of potato starch til smooth

Add starch mixture to boiling milk/onion mixture. Boil 2 minutes stirring constantly

Reduce heat. Add roasted garlic, salt & pepper, and cook 5-6 more min stirring constantly til thick

Add thinly sliced potatoes to casserole dish and cover with half of the sauce

Repeat for a second layer

Cover with foil and bake for 30 min. Uncover pan and bake 30-40 more min until potatoes are tender
