Add chickpeas and roasted red peppers to a blender or food processor.

Add garlic, tahini, lemon juice, and salt.

Blend until smooth, stopping to scrape the bowl once.

With the motor running, add olive oil in a steady stream and process until very smooth.

Season to taste with additional salt and lemon juice. Thin with cold water, if needed.

Chill 30 minutes and spoon into a bowl. Drizzle with olive oil.

Top with chopped roasted peppers and parsley.
