Combine soy sauce, lime juice, and tamarind paste.
Add palm sugar, cilantro, scallion, shallots, toasted rice powder, and chili flakes.
Grill steak on a very hot cast iron pan for 2 minutes.
Flip over and cook for another 2-3 minutes.
Slice steak against the grain.
Arrange sliced steak on a plate with dipping sauce and sliced cucumbers. Enjoy!
