Preheat an oven-safe pan. Add oil and shredded potatoes.

Spread potatoes into a flat layer and cook.

Flip the potatoes and flatten into the bottom of pan. Continue cooking to crisp the bottom.

While the potatoes cook, mix together the eggs, milk, green onions, salt, and pepper.
