Microwave the chocolate chips on half power for 40 seconds, then 20 second increments until melted.
Coat each cracker in the chocolate then place on a wax-paper lined tray. Refrigerate.
Combine powdered sugar, water, and food coloring and stir until stiff. Add food coloring as desired.
Dollop the icing onto each cracker, then press a chocolate kiss into the center to form a ring.
Allow to set for 15-20 minutes, then serve!
