Heat heavy pan, then add butter, grated carrots, onion, garlic, and cinnamon. Cook 5 minutes.
Add potatoes and stock. Bring to a boil, then simmer for 15 minutes.
Puree the soup either with an immersion blender or *very* carefully in a traditional blender.
Stir in half and half.
Add dill, salt, and pepper, then mix again.
