Offset In InkScape And Design Space
Click create/edit text on the right panel, click anywhere on the page and type your text.

Select Text on top panel and choose your font then select apply.

With your text highlighted, click Path on the top panel and select union.

With your text highlighted, click the extension tab-generate from path-inset/outset halo.

Apply your extension. Ungroup the extension and pick the offset size you like then delete the rest.

Select File/Save As and save your text offset to your hard drive.

Import your text into Design Space.

Ungroup your text. This feature is on top of the left panel.

Select the widest of the two layers and Arrange/Move to back. Adjust your colors.

Check your offset and make sure it’s what you want by aligning the layers then you’re ready to cut.

Load your mat with the coordinating vinyl and follow the prompts on your Cricut.

When prompted load your second color and cut your text.

Peel your mat away from the vinyl.

Trim your vinyl and weed the excess.

I use a retractable weeding pen to weed my vinyl but you can use a Cricut weeder or exacto knife.

Place your vinyl on your transfer tape.

Burnish your vinyl to help the transfer tape adhere.

Line your thickest/bottom layer up where you want on your cup, pressing down as you apply.

Carefully line your top layer and press down as you apply.

Now you are ready for a layer of Quick Coat to seal then a final layer of resin.
